Labour Ministry Launches Occupational Competence Framework, Human Resources Management Matrix

Muscat, 11 Dec (ONA) --- The Ministry of Labour today launched the National Framework for Occupational Competence and the Human Resources Management Matrix. The step forms part of the Ministry’s efforts to implement Oman Vision 2040 in cooperation with other government departments.

The National Framework for Occupational Competence and the Human Resources Management Matrix constitute pillars of a new future that envisages higher productivity and enhanced capabilities for employees of the State’s Administrative Apparatus.

Forty-four technical teams from different government units, and more than 300 specialists from various job categories, participated in developing the National Framework for Occupational Competence, which comprises 2,000 job titles.

The launch ceremony was held under the auspices of Dr. Mahad Said Ba'owain, Minister of Labour.

Mohammed Mubarak Al Kalbani, Director General of Development and Quality Assurance at the Ministry of Labour, said, “The launch of the two new systems sets an added feature to national projects at the level of the government sector.” He pointed out that the Ministry of Labour, along with other government departments, sought to ensure that this programme keeps pace with future aspirations to develop human resources management methodologies.

Hilal Humaid Al Hosni, Director of Ejada Department at the ministry, gave an introductory presentation about occupational competence frameworks and human resources applications related to appointment, training and drawing out career paths.

Dr. Mohammed Mustafa Al Najjar, Director General of Training at the Ministry of Labour, also spoke about Ejada Matrix for Human Resources Management, which, he said, contributes to aligning human capabilities with the strategic objectives of institutions.
